this Provisional Committee is intended to prepare the way
for the Board of Trustees, to make preliminary investigations
and in fact to fulfil the functions of the Board except as
regards the actual allocation and expenditure of the funds.
It is understood that Dr. W. W. Yen is prepared to act as
Chairman of the Provisional Committee.

It is understood that the above list would be
acceptable to the Banking Government, who appear to be
anxious that the scheme should be proceeded with; and
Dr. Hu Shih thinks that the present Peking Cabinet will
not raise any difficulties. It was originally intended
to enlist the services also of Dr. V. K. Ting and he was
willing to serve, but now, owing to political reasons, it
is found that his appointment would not be agreeable to
the Banking Government; and Dr. Tiar himself, who considers
that it is most desirable for future Angl o-Chinese relations
